The main leaders and competent leaders of the Shenyang Municipal Party Committee and Municipal Government went to the thermal power plant and heat source plant for many times to inspect the progress of the maintenance and renovation of heating equipment and facilities and coal storage. According to the requirements of the municipal government, our bureau regularly dispatches and supervises, continuously investigates problems, tracks and supervises the heating "three repairs" and coal storage of key units. The total investment in the "three repairs" of heating in Shenyang is about 990 million yuan, an increase of 220 million yuan year-on-year. A total of 340 boilers have been repaired, 1,362 auxiliary machines have been updated, and 6,351 wells have been rebuilt.   Shenyang plans to eliminate and transform 12 small civil coal-fired boilers, with a networking area of 3.39 million square meters. At present, 10 boilers have been networked, and 2 are in the process of finishing work, which is expected to be completed before October 20; Eleven clean heating projects are planned to be implemented, involving a heating area of 7.525 million square meters. At present, 8 projects have been completed and 3 projects are under construction, which are expected to be completed before October 20.

  The third is the orderly advancement of heating and coal storage. This year, in view of the continuous high coal price, Shenyang Real Estate Bureau coordinated with the development and reform, public security and other departments, actively coordinated the coal production enterprises such as Tiefa to help the heating units implement coal sources, and the public security department took the initiative to apply for coal transportation permits for the heating units. Our bureau conducted daily statistics, daily scheduling, daily ranking and daily notification on the coal storage situation of the heating units, followed up and supervised the heating units with low coal storage rate, and organized the heating enterprises to dock with banks to solve the problem of enterprise funds. According to statistics, 66 heating units in the city plan to store 7.14 million tons of coal during the heating period this winter. At present, the contracted volume is 5.5 million tons, and the contracted rate is 77%; 4.141 million tons of coal has been stored, and the coal storage rate is 58%, which is the same as that of the same period last year. It is estimated that the signing rate before bolt opening can reach 100% and the coal storage rate can reach over 60%.

According to the requirements of the municipal government, Shenyang Real Estate Bureau has issued a notice, requiring all heating units in the city to do a good job in cold and hot trial operation. The heating system will be put into cold trial operation from October 20 to 24, and hot trial operation from October 25 to 31, to ensure that it meets the official heating standards on November 1. At the same time, according to the practice in previous years, each coal-fired heat source factory will implement sequential ignition of coal-fired heat sources and staggered peak start-up according to the requirements of the environmental protection department, so as to avoid centralized start-up affecting the atmospheric environmental quality.
