After deliberation, the 18th Committee meeting of the National Natural Science Foundation in 2021 decided to deal with the related subjects. Now, five decisions (online release version) given to informed criticism are published.

  

  Decision on handling the problems in Sun Junfeng’s retracted papers, such as fabricating the experimental process, forging research conclusions, using others’ signatures without consent, and providing false information in the project application and progress report.

  The supervisory Committee of the National Natural Science Foundation of China reviewed the papers "Junfeng Sun # *, Jiyihu, Guojun Wang, Zhen Yang, Chunlin Zhao, Xie Fu Zhang, Jiaxiang Wang. LncRNA TUG1 promoted KIAA1199 expression via miR-600 to accelerate cell metastasis and epithelial-mesenchymal transition in colorectal Cancer. Journal of Experimental & Clinical Cancer Research, 2018, 37 (1): 106. "(marked with fund number 81702343) was investigated for academic misconduct.

  After investigation, there are some problems in the above-mentioned papers, such as fabricating experimental research process, forging experimental research conclusions, using others’ signatures without consent, etc. Sun Junfeng, the first and communication author, takes full responsibility; Sun Junfeng included this paper in the progress report of his National Natural Science Foundation Project (approval number 81702343) and his application for the National Natural Science Foundation Project (approval number 82072710), and should be responsible for providing false information.

  After deliberation by the 11th meeting of the 5th National Natural Science Foundation Supervisory Committee (Life Medicine Professional Association) and examination and approval by the 18th Committee meeting of the National Natural Science Foundation in 2021, it was decided to follow the provisions of Article 46, Article 47, Article 40 and Item 1 of Article 43 of the Measures for Investigation and Treatment of Scientific Research Misconduct of National Natural Science Foundation Projects. The National Natural Science Foundation of Sun Junfeng’s project "Study on the Function and Mechanism of Long-chain Non-coding RNA NEAT1 in the Differentiation of Colorectal Cancer Th17 Cells" (approval No.81702343) and "Study on the Effect of Bifidobacterium on Inhibition of Th17 Cell Differentiation and Improvement of Intestinal Mucosal Immune System Disorder Caused by Capecitabine Chemotherapy" (approval No.82072710) were cancelled, and the funds allocated for the above two projects were recovered. Sun Junfeng was disqualified from applying for and participating in the National Natural Science Foundation of China for five years (from October 18th, 2021 to October 17th, 2026), and was awarded informed criticism.

  After investigation, Zhong Guoliang, the first author, rejected the paper as a reviewer, submitted it for publication with slight modifications, and used others’ signatures without consent.   After deliberation by the 11th meeting of the 5th National Natural Science Foundation Supervisory Committee (comprehensive professional meeting) and examination and approval by the 18th Committee meeting of the National Natural Science Foundation in 2021, it was decided to follow the provisions of Item 4 of Article 35 of the National Natural Science Foundation Regulations and Item 4 of Article 17 of the Measures for Handling Misconduct in the Work of the National Natural Science Foundation Supervisory Committee (Trial). Cancel Zhong Guoliang’s National Natural Science Foundation project "Research on Coupling Dynamics and Coordinated Control of Foot-type Mobile Manipulator with Hand-Leg Conversion" (approval number 51405515), recover the allocated funds, cancel the application qualification of Zhong Guoliang’s National Natural Science Foundation project for 5 years (from October 18, 2021 to October 17, 2026), and give it to Zhong Guoliang informed criticism.

  After investigation, Chen Yuantao, the first author of the above paper, plagiarized two Chinese papers reviewed by him, and should be mainly responsible for plagiarism. Other responsible persons shall be dealt with separately.

  After deliberation by the 11th meeting of the 5th National Natural Science Foundation Supervisory Committee (comprehensive professional meeting) and examination and approval by the 18th Committee meeting of the National Natural Science Foundation in 2021, it was decided to cancel Chen Yuantao’s qualification to apply for and participate in the project of the National Natural Science Foundation for five years (from October 18th, 2021 to October 17th, 2026) with reference to Articles 47 and 40 of the Measures for Investigating and Handling Misconduct in Scientific Research of National Natural Science Foundation Projects.

  Decision on Handling Luo Shilong’s Entrustment Behavior in the Process of Fund Project Evaluation

  The Supervisory Committee of the National Natural Science Foundation of China conducted an investigation into Luo Shilong’s alleged academic misconduct in Hainan Tropical Ocean University.

  After investigation, Luo Shilong sent e-mails to a number of scholars who he guessed might be experts in judging, asking for attention to the 2021 National Natural Science Foundation project (application number 4216060047) he applied for, and there were some behaviors such as asking for help and greeting.

  After deliberation by the 11th meeting of the 5th National Natural Science Foundation Supervision Committee (comprehensive professional meeting) and examination and approval by the 18th National Natural Science Foundation Committee meeting in 2021, it was decided to cancel the application of the Luo Shilong National Natural Science Foundation project "Study on Coastal Dune Erosion Vulnerability Caused by Storm Waves" (application number: 4216060047) in accordance with the provisions of Item 1 of Article 44 of the Measures for Investigating and Handling Misconduct in Scientific Research of National Natural Science Foundation Projects.   Decision on Handling Yang Weizhong’s Serious Violation of the Code of Conduct for Appraisal Experts

  No.158 [2021] of National Science and Finance Supervision Office

  The Supervisory Committee of the National Natural Science Foundation of China investigated Yang Weizhong of Jiaxing University for his alleged academic misconduct.

  After investigation, Yang Weizhong, during his tenure as an expert in the project evaluation of the National Natural Science Foundation of China in 2021, posted comments related to his evaluation projects on a website, which aroused a certain degree of public concern. His behavior seriously violated the Code of Conduct for Experts in the Project Evaluation of the National Natural Science Foundation of China and other relevant regulations and requirements.

  After deliberation at the 11th meeting of the 5th National Natural Science Foundation Supervisory Committee (comprehensive professional meeting) and examination and approval at the 18th Committee meeting of the National Natural Science Foundation in 2021, it was decided to cancel Yang Weizhong’s qualification as a project evaluation expert of the National Natural Science Foundation for five years (from October 18th, 2021 to October 17th, 2026) and give him informed criticism.
