Taiwan Province Smart Mobile Industry Association (SMAT), which combines industry, government, academia and research, was formally announced on August 21st, and announced that the first White Paper on the Development of Electric Locomotive Industry in Taiwan Province will be released in September.

Taiwan Province Smart Mobile Industry Association (SMAT) aims at promoting smart transportation and clean energy, hoping to unite the upper, middle and lower reaches of the industry and jointly appeal to the government to promote the development of electric locomotive industry. Wang Jianquan, Vice President of China Economic Research Institute (SMAT Chairman) announced six highlights and ten conclusions and suggestions of the white paper.

Wang Jian said that electric locomotive manufacturers have launched new cars one after another, making 2019 the first year of electric locomotive industry in Taiwan Province. It is hoped that under this wave of global electric locomotive, the government will continue to promote the industrial development with stable policies, so that Taiwan Province manufacturers can become the specifications of the global electric locomotive industry under the advantage of leading technology, and further form the national team of Taiwan Province electric locomotive to seize the global trillion-dollar market.

Gong Mingxin, an administrative councilor of the Executive Yuan, and Zhao Tianlin, a legislator, were also present to congratulate him. Gong Mingxin said that the government absolutely supports the industrial development to be "green and sustainable" and "intelligent". In particular, the locomotive industry is Taiwan Province’s strong point, and Taiwan Province has the ability to sell it abroad from R&D and design to key components. Committee member Zhao Tianlin pointed out that he was very happy to see the industry, government and academia start an association to rally individual manufacturers to gradually reduce mobile pollution sources. Taiwan Province’s progress is worthy of reference from Asian countries, and he hoped that the government, the legislature and the industry would work together to win the International Cup and enter the world.

This white paper was mainly written with the assistance of the International Strategy Development Institute of Industrial Science and Technology of ITRI. ITRI pointed out that Taiwan Province has 50 years’ experience in locomotive manufacturing and is also the most important electronic product producer in the world, with complete R&D, production and supply chain management capabilities in both industries. At present, Taiwan Province’s electric locomotive industry is leading the world for three to five years. Whether it can build the next trillion-dollar industry for Taiwan Province through its existing advantages and leverage will be the key.

Big Data Co., Ltd. jointly completed the consumer behavior report in the white paper through big data network analysis and consumer opinion survey. Hui Lin Zhen, chief operating officer of big data, pointed out that among the incentives for the purchase of electric vehicles, the factors to be considered are (check):

  Car purchase subsidy (69.49%)

Energy saving and friendly environment (60.51%)

It is convenient to exchange electricity (38.21%)

These three are the three highlights to attract consumers to buy electric locomotives.

Further analysis shows that as high as 67.7% of the people are satisfied with the amount of government subsidies, which shows that the subsidy policy for electric locomotives has become a bright spot for the people. In addition, because of air pollution, people’s awareness of environmental protection is rising, and the problem of electric locomotive endurance has been solved by the power exchange mode, which are the main reasons for the rapid double growth of electric locomotive sales.
