This scenario may sound too good to be true, but such a region does exists, in China’s Guizhou province.
In the summer of 2017, Tencent, headquartered in Shenzhen, Guangdong Province, set its sights on Gui ‘an New District, Guizhou Province, in the southwest hinterland of the motherland. With a total investment of 10 billion yuan, the goal of Goose Factory is to dig holes and build tunnels in the mountains to store "big data" known as oil in the 21st century.

Now, Tencent Gui ‘an Seven-Star Data Center, which covers an area of about 1,000 mu, has begun to take shape. Looking down from the height, you can see five horizontally arranged tunnel openings under the dense forest, where the core big data of Goose Factory will be stored in the future.
Not only Tencent, but also Huawei, Apple, Foxconn, the three major telecom operators and national ministries and commissions have all come to Guizhou Province to build big data centers.

In May 2016, the Ministry of Industry and Information Technology awarded the title of "Guizhou China Southern Data Center Demonstration Base", which is the first approved data center demonstration base in China. Up to now, there are 23 key data centers in operation and under construction in the province, with 4 million planning servers.

The sky has no three eyes, the ground is no three feet flat, and people have no three cents. This is the impression of outsiders on Guizhou for a long time.
Guizhou Province is located in the east of Yunnan-Guizhou Plateau, with an average elevation of 1,100 meters. Because of many factors, such as backward infrastructure, being far away from trading ports and scarce talents, the level of economic development has been lagging behind that of developed provinces.
Guizhou province used to be a byword for landlocked location and backward development. Factors that constrained its economic development for decades—mo untainous terrain obstructing inter-regional connectivity, remote distance from trade ports and a lack of local talents—had seemed to be insurmountable.
However, Guizhou’s natural geographical resources actually give it unparalleled advantages in developing the big data industry. It is far away from all the surrounding earthquake belts, and the occurrence of earthquakes with magnitude of 3.1 or above is very rare.
At the same time, thanks to rich electric power supply, Guizhou is also one of the provinces with the lowest electricity charges in China.

What is enviable is the cool and mild climate and high air quality in Guizhou all year round. Its annual average temperature is about 15℃, and its summer average temperature is no more than 24 degrees, which can save a lot of electricity cost for a big consumer like data center. Compared with the northwest region with the same cool climate but often affected by smog and sandstorm, setting up a data center in Guizhou can also save the cost of air purification.
Another key factor for the operation of data center is the high-speed and stable network transmission.
Driven by the provincial party committee and the provincial government, Guizhou Province has successively built a national Internet backbone direct connection point, a root mirror server node and a national top-level domain name server node in recent years, and this year it has built a dedicated channel for Internet data, becoming the core hub of the national optical network information superhighway.

Zhao Deming, member of the Standing Committee of Guizhou Provincial Party Committee, secretary of Guiyang Municipal Party Committee and secretary of the Party Working Committee of Gui ‘an New District, told China Daily that Guiyang and Gui ‘an are really a godsend place to do big data.
"In terms of its natural environment, Guizhou is indeed a godsend for big data development," Zhao Deming, Party secretary of the provincial capital Guiyang, told China Daily.
How to use big data in Guizhou?
2014 is known as the year of taking off for big data development in Guizhou province.
In the past six years, Guizhou Province, which has gradually emerged as the "port for data" in China, has spared no effort to develop the digital economy.
Among them, the "One Code Guizhou" platform was launched in July 2020. From melon seed in Xifeng county and fresh chili in Hezhang county, to beef jerky in Yanhe county and free-range egg in Nayong county, rich and colorful agricultural products in Guizhou province have gone out of the mountains and reached consumers all over the country, truly achieving "Guizhou goods come out of the mountains".

By December 30, 2020, the platform had accumulated 33,000 economic organizations and individuals, 72,000 online products, and the transaction volume reached 4.014 billion yuan.
What makes Guizhou people proud is the Manbang Group, an intelligent platform based on big data. This online platform, which is similar to "Freight Didi", builds a bridge for online communication and transaction for shippers, freight drivers and logistics enterprises.

Up to now, the number of certified driver users of Manbang Platform has exceeded 9 million, and its valuation in the new round of financing has exceeded 10 billion US dollars.
