After investigating and sorting out the residents’ feedback, the heating management departments at Shenyang and district levels summarized six main reasons for the lack of heat in users’ homes. Specifically, the hot trial operation of some heating source plants was insufficient due to the implementation of the work of lighting the furnace in turn and breaking the bolts at the wrong peak, and the heating system in some areas entered the stable operation condition slowly; In the early stage of heating, the temperature is low, individual heating units are not fully prepared ideologically, and there are problems in the regulation of heating network, which leads to more faults in the operation of pipe network, such as individual areas of Shenhai heating network of Huitian Thermal Power Company. According to the deployment of "Blue Sky Project", the heating operation parameters of some newly connected areas need to be adjusted, especially the heating area connected by Huanggu District Heating Company to Shenyang Guoxin Environmental Protection and New Energy Co., Ltd., because of the large amount of pipe network construction in the early stage, the trial operation work is not sufficient, and the secondary network leaks and leaks, which affects the balance of the heating network; In the early stage of heating, the indoor pipes of users are choked and blocked, which affects the heating effect; The problems left over by some new developers lead to untimely heating; External factors such as power failure and water cut-off affect the initial water supply in the pipe network and the boiler temperature increase. The competent heating departments of Shenyang City and District have coordinated to solve the problems left by the developers of Xiahewan Community in Heping District and Lijing Community in Yuhong District, so as to ensure the timely opening of bolts for heating in areas with hidden dangers.
For the units with concentrated demands, the Shenyang Heating Office has held three dispatching meetings since the bolt was opened, and talked about the main leaders of 30 heating units with operational failures and many demands, and urged the heating units to handle the heating demands in time and improve the operating parameters to ensure that the user’s room temperature reaches the standard. Relevant departments also organized a number of inspection teams to conduct on-the-spot inspections on the heating work in Shenyang. When problems were found, they immediately supervised them, and issued a heating supervision list to the areas where the demands were concentrated, and ordered them to rectify within a time limit.
