In order to further standardize the safe production and operation of the heating industry in our city and improve the safety guarantee ability of various heating facilities, according to the requirements of the Measures for the Administration of Heating and Heating in Beijing (Order No.216 of the Municipal Government) and the Notice of the General Office of the State Council on Focusing on the Special Action of "Combating Illegal Activities" in the Field of Safety Production (No.10 [2012] of the State Council), the Beijing Municipal Appearance Management Committee decided that from late May to October 2012. The relevant matters are hereby notified as follows:
1. Before September 30, 2012, all units within the administrative area of this Municipality that rely on stable heat sources (including self-produced and outsourced) to provide users with heating heat and related services for free through pipeline systems (including the logistics service departments of various organs, military units, enterprises and institutions that provide heating heat services for free to the society, and property service enterprises engaged in the operation and management of heat exchange stations and heating pipelines, etc.) shall go through the registration formalities with the district and county heating administrative departments where they are located.
Second, where not according to the requirements for filing or filing change procedures, relying on a stable heat source through the pipeline system to engage in paid heating and heating services and related services units, by the district and county heating administrative departments shall be transferred to the city management comprehensive administrative law enforcement organs at the same level to be investigated and dealt with, and at the same time suspend the payment of heating fuel financial subsidies.
Three, the heating units should strengthen the inspection of heating facilities, in accordance with the "Beijing heating management approach" and industry technical specifications and standards, earnestly fulfill the responsibility of heating facilities management, maintenance, repair and renovation, among them, for residential users, heating units should bear the responsibility of management, maintenance, repair and renovation of users’ outdoor heating facilities and indoor shared heating facilities; For non-residential users, heating units should sign contracts with users to clarify the demarcation point of management, maintenance and renovation of heating facilities, and the signing rate should reach 100%.
Four, commissioned to engage in the operation of heating facilities, heating units, to sign a contract with the owner of heating facilities, clear heating facilities depreciation and maintenance costs, use and other content, and timely renovation of heating facilities.
Five, the heating units should be combined with the summer facilities maintenance, renovation plan, conscientiously carry out the investigation and management of hidden dangers, for the problems left over from the heating season and newly discovered to establish accounts, formulate renovation plans, and deal with them in time; For the old disrepair or extended service pipe network, it is necessary to hire a professional company to carry out geological cavity detection around the pipe network, and at the same time do a good job in daily inspection, overhaul, renovation and concealment of the pipe network in accordance with the provisions of the Measures for the Administration of Heating in Beijing and the Measures for the Administration of Urban Underground Pipelines in Beijing (No.9 [2005] of Beijing Zhengban).
Six, in violation of the "Beijing heating management measures" found in the inspection, the city management comprehensive administrative law enforcement organs shall be investigated and dealt with according to law.
