How to solve the problem of "leachate reaching the standard"

  Strict supervision

On April 16, 2015, the State Council officially issued the Action Plan for Water Pollution Prevention and Control, referred to as "Water Ten Articles", which is considered to be the beginning of comprehensive and strict supervision of water pollution prevention and control at the central level; In July of the same year, the 14th meeting of the Central Deep Reform Group deliberated and passed the "Environmental Protection Supervision Scheme (Trial)", clearly established the environmental protection supervision mechanism, and set off an "environmental storm" throughout the country. In January 2016, the Central Environmental Protection Inspector Group entered Hebei for a pilot inspection, and in July, it officially started a nationwide environmental inspection; Up to now, the third batch of inspectors have gradually sunk to the grassroots units to gain a deeper understanding of the national environmental issues. On environmental protection issues, the state has formed a normalized supervision mechanism and implemented the strictest supervision system, which has effectively promoted the prevention and control of environmental problems, and also made the current outstanding environmental problems have nowhere to escape. Among them, in the public notice of the Central Environmental Protection Inspector Group, leachate from landfill sites in 8 places in 16 provinces was improperly treated, and local governments also strengthened supervision on leachate issues through various forms, effectively curbing the undesirable phenomena such as substandard discharge, illegal discharge and leakage, which led to the fact that garbage treatment plants had to face the problem of leachate reaching the standard.

Strengthen source management and reduce leachate production

He Pinjing, a professor at Tongji University’s School of Environmental Science and Engineering and director of the Institute of Solid Waste Treatment and Recycling, suggested jumping out to look at this problem. "We can’t just focus on the end treatment of leachate, just focus on emission standards, and we must also pay attention to how leachate is produced, just like Dayu’s water control, focusing on dredging." The sources of landfill leachate include external sources and internal sources. If external sources separate rainwater and sewage, control groundwater and rainwater runoff, and internal sources combine with the separation of dry and wet garbage components, the output of leachate and the pressure of back-end treatment can be greatly reduced. With the help of technical force, this work can be done better. A field trip in France five years ago still impressed He Pinjing: how much garbage is piled up every day and what shape it is piled up in accordance with program design and GPS positioning. He suggested that domestic landfills can also introduce similar technical methods. "The most serious thing in the renovation of new houses is kitchen and bathroom. Landfill is the toilet of the city, and it also needs careful care and careful operation.

Strengthen the research and development of new technologies and adopt reasonable technical means.

Major environmental protection enterprises are also actively carrying out research and development work on leachate treatment, such as treating leachate by combining different processes, and some enterprises also introduce coagulation technology and advanced oxidation into leachate treatment. At present, the technical difficulty of landfill leachate treatment lies in the advanced treatment of membrane concentrated solution, which is very difficult because of its extremely high pollutant concentration and complex components. At present, the most effective treatment method is evaporation crystallization. The evaporation process includes MVC(Mechanical Vapor Compression) and MVR (Mechanical Vapor Re-Compression). The concentrated solution for leachate treatment has the advantages of fast start-up, low energy consumption, low proportion of concentrated solution and small occupied area. As early as 2007, Gangrong Water first applied MVR evaporator to the treatment of landfill leachate in China. At present, there are many leachate treatment projects in China that use evaporator process to treat concentrated solution, and this method is constantly improving. For example, Lande Environmental Protection adopted the improved MVR process to realize the technology of directly evaporating and crystallizing all concentrated solution into solid for the first time in China, filling the gap of zero discharge of concentrated solution treatment.

Faced with the increasingly serious environmental pollution and strict environmental supervision system, local governments have to face all kinds of environmental problems. The problem of landfill leachate has always been a problem that puzzles local governments, harms local ecological environment and affects local people’s lives. Under the current strict environmental protection situation, the government will guide enterprises to enter this field through various means such as policy promotion and market orientation, and provide institutional guarantee for environmental protection enterprises to solve this problem; At the same time, through active research and development, process improvement and other means, the environmental protection technology industry for leachate will surely develop rapidly. I believe that in the near future, with the great efforts of the government, environmental protection enterprises and all walks of life, the leachate problem will be properly solved.
