  2. Project overview and bidding scope

  2.1 Scope: To provide land, real estate and other legal assessment related services and professional advice around the credit mortgage business of Taizhou Branch of Postal Savings Bank of China, and the on-site office conditions provided by all bidders meet the working conditions of project management.

  2.2 Service term: 1 year from the date of signing the contract;

  2.3 Bid division: No bid division;

  2.4 Budget price of this project: 1.4 million yuan (including tax):

  The upper limit of the classified quotation of the collateral of this project (single maximum price): 200 yuan/transaction for the appraisal of ordinary houses, 300 yuan/transaction for the appraisal of commercial houses and villas, and 3/10,000 of the appraisal price for industrial workshops and land mortgages, with an upper limit of 5,000 yuan. If the bid quotation exceeds this price limit, it will be invalidated.

  2.5 Bid winning principle: comprehensive scoring method. Ranked according to the scores from high to low, when there are three effective tenderers, the first one with comprehensive scores is the winning candidate, and the first half of the comprehensive scores of more than three effective tenderers is the winning candidate (if it is odd, it will be reduced by half), and the maximum number of winning candidates is no more than 13. (Note: The effective bidder is the one that has passed the qualification examination)

  3. Qualification requirements of bidders

  Qualification examination method: post-qualification examination.

  (3.1) Conditions of real estate appraisal agency

  3.1.1 Enterprises funded by natural persons, established in the form of limited liability companies or partnerships, and approved and registered by the administrative department for industry and commerce; (Copy of ID card, articles of association or other supporting materials shall be provided with official seal, and the original shall be kept for future reference.)

  3.1.2 Taking asset appraisal, real estate appraisal, land appraisal, etc. as the main business, the name of the institution is "real estate appraisal" or "real estate appraisal", and it has been engaged in real estate appraisal activities for more than 3 years continuously, and it has passed the annual inspection of appraisal industry associations every year; (Provide a copy of valid certification materials with official seal, and the original shall be kept for future reference)

  3.1.3 The registered capital of a limited liability company is more than 500,000 yuan, and the contribution of a partnership enterprise is more than 300,000 yuan; The above funds do not include the capital increase since the date of announcement, and the unit is RMB or equivalent currency (converted according to the central parity of exchange rate announced by Bank of China on the date of document submission). A valid copy of the business license shall be provided with official seal in the bidding documents, and the original shall be provided for future reference.

  3.1.4 Possess the qualification of real estate appraisal above Grade III for practicing in the local area; (A copy of the appraisal qualification or other valid certification materials issued by a valid administrative department or trade association shall be provided and stamped with the official seal, and the original shall be kept for future reference.)

  3.1.5 There are 3 or more full-time registered real estate appraisers; (Valid qualification certificates must be provided, including but not limited to the qualification certificate of real estate appraisers, etc., and a copy of the valid certification materials provided shall be stamped with the official seal, and the original shall be kept for future reference.)

  3.1.6 The enterprise has a good reputation, and it has not been recorded in the bad credit files by the construction authorities, trade associations or other financial institutions in the past three years, and there have been no major valuation quality problems and bad records in undertaking the asset appraisal work, and it has not been listed in the business exception list by the industrial and commercial administrative authorities, and it has not been included in the withdrawal list of the Bank; (Provide enterprise credit report and commitment letter with official seal).

  3.1.7 The major shareholders, legal representatives, general managers and executive partners of the enterprise have more than five years’ working experience, have no serious bad social records, have not been recorded in the bad credit files by the construction authorities, trade associations and other financial institutions in their institutions or former institutions in the past three years, and have not experienced any major valuation quality problems and bad records in undertaking the asset appraisal work, and have not been included in the withdrawal list of the Bank; (Provide personal credit report and commitment letter of relevant personnel with official seal)

  3.1.8 Be able to bear joint and several liability for compensation within the range of the amount falsely assessed; (Provide a letter of commitment and affix the official seal)

  3.1.9 Bidders shall be able to issue special VAT invoices. (Relevant supporting materials shall be provided in the bidding documents, such as copies of relevant special VAT invoices issued in the past, etc.)

  (3.2) Conditions of land appraisal agency

  3.2.1 Partnership enterprises or enterprises and institutions with independent legal personality; (Copy of ID card, articles of association or other supporting materials shall be provided with official seal, and the original shall be kept for future reference.)

  3.2.2 Taking asset appraisal, real estate appraisal, land appraisal, etc. as its main business, it has been engaged in land appraisal activities for more than 3 consecutive years and passed the annual inspection of appraisal industry associations every year; (A copy of valid business license or valid certification materials shall be provided and stamped with official seal, and the original shall be kept for future reference)

  3.2.3 The registered capital or contribution is more than RMB 300,000; The above funds do not include the capital increase since the date of announcement, and the unit is RMB or equivalent currency (converted according to the central parity of exchange rate announced by Bank of China on the date of document submission). A valid copy of the business license shall be provided with official seal in the bidding documents, and the original shall be provided for future reference.

  3.2.4 Have the land appraisal qualification of Grade B or above issued by China Land Appraisers Association and its provincial associations, and can practice in the local area; (A copy of the appraisal qualification or other valid certification materials issued by a valid administrative department or trade association shall be provided and stamped with the official seal, and the original shall be kept for future reference.)

  3.2.5 Having more than 3 full-time land appraisers; Valid qualification certificates (including but not limited to qualification certificates of real estate appraisers, etc.) shall be provided.

  3.2.6 The enterprise has a good reputation, and it has not been recorded in bad credit files by land management departments, trade associations or other financial institutions in the past three years, and there have been no major valuation quality problems and bad records in undertaking asset appraisal work, and it has not been listed in the business exception list by the administrative department for industry and commerce, and has not been included in the withdrawal list of the Bank; (Provide enterprise credit report and commitment letter with official seal).

  3.3 Other conditions:

  This project does not accept consortium bidding, and the person in charge of the unit is the same person or different suppliers with direct holding and management relations, and may not participate in the procurement activities under the same bid section. After winning the bid, it is not allowed to subcontract or subcontract (a letter of commitment is required in the bidding documents).

  3.4 The bidder shall not be under any of the following circumstances

  3.4.1 The bidder is ordered to suspend business or go bankrupt;

  3.4.2 The bidder is suspended or disqualified from bidding;

  3.4.3 The property of the bidder (including the original factory that authorized the bidder) is reorganized, taken over, sealed up, detained or frozen;

  3.4.4 The bidder has defrauded the bid or seriously breached the contract in the last three years;

  3.4.5 The bidder has had economic or legal disputes with China postal enterprises in the past five years (since January 1, 2014);

  3.4.6 The bidder (including the bidder’s parent company and affiliated company) has a bad record in the procurement, supply or service of the government, banks and related industries, and its service has experienced major quality problems in the use process and has not been properly solved;

  3.4.7 The bidder has no illegal record in business activities in the past three years (relevant undertaking is provided in the bidding documents);

  4. Acquisition of bidding documents
