At the beginning of 2021, the Fourth Session of the 13th National People’s Congress deliberated and adopted the 14th Five-Year Plan for People’s Republic of China (PRC)’s National Economic and Social Development and the Outline of Long-term Goals in 2035 (hereinafter referred to as the Outline).

  

  The Chinese Foreign Languages Bureau and the Institute of Contemporary China and the World organized Chinese and foreign experts to translate the full text, and after the research and approval, nine Chinese-English, Chinese-French, Chinese-Russian, Chinese-Japanese, Han-Western, Han-German, Han-Arab, Chinese-Portuguese and Chinese-Korean versions were formed. At present, Chinese-English and Chinese-Japanese versions have been published, and other languages will be introduced one after another. The contents of the column of "Outline" are now compared in Chinese and English for the reference of the industry and relevant personnel.

  1. Emission reduction of air pollutants

  Air pollutant emission reduction

  We will carry out clean production transformation of 850 million tons of cement clinker, 460 million tons of coking capacity and about 4,000 furnaces in non-ferrous industries, complete ultra-low emission transformation of 530 million tons of steel production capacity, carry out volatile organic compounds treatment transformation in key industries such as petrochemical, chemical, painting, medicine, packaging and printing, and promote the clearing of loose coal in key areas for air pollution prevention and control.

  Transform the production capacity of 850 million tons of cement clinkers and 460 million tons of coking capacity and about 4, 000 non-ferrous industry furnaces towards clean production, and complete the transformation of 530 million tons of steel production capacity towards ultra-low emissions. Carry out the transformation for treatme nt of volatile organic compounds in petrochemical, chemical, coating, medicine, packaging, printing, and other key industries, and promote the clearance of bulk coal in key areas of air pollution prevention and control.

  2. Water pollution control and water ecological restoration

  Consolidate the effectiveness of black and odorous water treatment in prefecture-level cities and above, and promote the comprehensive treatment of 1500 sections of black and odorous water in 363 county-level cities. Strengthen pollution prevention and ecological restoration of key lakes and reservoirs such as Taihu Lake, Chaohu Lake, Dianchi Lake, Danjiangkou Reservoir, Erhai Lake, Baiyangdian Lake, Poyang Lake, Dongting Lake, Chagan Lake and Wuliangsuhai, implement comprehensive management of Yongding River and Mulan River, and accelerate comprehensive management of groundwater overexploitation in North China and other key areas and the Yellow River estuary. Consolidate the achievements in the treatment of black and malodorous water bodies in cities that are at and above prefecture level, and promote the comprehensive treatment of 1,500 sections of black and malodorous water bodies in the built-up areas of 363 county-level cities. Strengthen the pollution control and ecological res toration of key lakes and reservoirs such as Taihu Lake, Chaohu Lake, Dianchi Lake, Danjiangkou Reservoir, Erhai Lake, Baiyangdian Lake, Poyang Lake, Dongting Lake, Chagan Lake, and Wuliangsuhai Lake (Ulansuhai Nur), implement comprehensive treatment of Yongding River and Mulan Creek, and accelerate the comprehensive treatment of groundwater overexploitation in North China and other key areas as well as the Yellow River Estuary.

  3. Soil pollution control and safe utilization

  Promote the demonstration of safe use of agricultural land in 100 counties with large soil pollution areas. Focusing on the chemical industry and non-ferrous metal industry, 100 soil pollution source control projects will be implemented.   4. Urban sewage and garbage treatment facilities

  80,000 kilometers of sewage collection pipe network will be added and renovated, and the new sewage treatment capacity will be 20 million cubic meters/day. Accelerate the construction of garbage incineration facilities, realize zero landfill of primary garbage in areas where the daily domestic garbage volume exceeds 300 tons, and carry out pilot projects for the construction of small-scale domestic garbage incineration facilities.

  Build and renovate 80, 000 km of sewage collection pipe network and increase sewage treatment capacity by 20 million m3/ day. Accelerate the construction of waste incineration facilities and realize zero landfill of original waste in areas with daily clearing and transpor tation of urban household waste exceeding 300 tons. Carry out pilot projects for construction of small household waste incineration facilities.

  5. Disposal of medical and hazardous waste and comprehensive utilization of solid waste.

  Fill in the shortcomings of medical waste disposal facilities, and build national and six regional hazardous waste risk prevention and control technology centers and 20 regional special hazardous waste centralized disposal centers. Focusing on tailings and associated minerals, coal gangue, fly ash, construction waste, etc., 100 demonstrations of comprehensive utilization of bulk solid waste were carried out. Shore up weaknesses in medical waste disposal facilities. Build 1 national and 6 regional centers for hazardous waste risk prevention and control techn ologies, and 20 regional centers for concentrated disposal of special hazardous waste. Focus on tailings and associated minerals, coal gangue, fly ash, and construction waste, and carry out 100 demonstration projects of comprehensive large-scale solid waste utilization.

  6. Resource conservation and utilization

  Implement major energy-saving and low-carbon technology industrialization demonstration projects, and carry out demonstrations of major projects such as near-zero energy consumption buildings, near-zero carbon emissions, and carbon capture, utilization and storage (CCUS). We will develop a recycling system for waste materials in 60 large and medium-sized cities. Implement major demonstration projects for industrial application of energy-saving and low-carbon technology, and carry out major projects such as near zero energy-consumption buildings, near zero carbon emission, and carbon capture, utilization and storage (CCUS).   1. Inclusive kindergarten

  Public accessible kindergarten

  Focusing on areas with concentrated population inflow, rural areas and "three districts and three states", 20,000 kindergartens will be built, renovated and expanded, and more than 4 million inclusive degrees will be added.

  Build or rebuild 20,000 kindergartens and increase the capacity of public accessible kindergartens to enroll additional over 4 million students, particularly in areas with large population inflows, rural areas, and the “three regions and three prefectures” in extreme poverty.

  Focusing on counties with weak educational foundation and population inflow areas, 4000 primary and secondary schools were built, renovated and expanded. Build 100 "National Schools" in border counties (regiments). Build or rebuild more than 4,000 primary and secondary schools, particularly in counties weak in education and areas with population inflows.   3. Vocal and technical education of vocational and technical education

  Around the integrated circuit, artificial intelligence, industrial internet, energy storage and other key areas, a number of national innovation platforms for integration of production and education and joint training bases for graduate students will be laid out. We will build 100 high-level, professional and open training bases integrating production and education.
